The DNBL Community of Interest Service Exchange is a NATO mechanism to improve efficiencies in the development of interoperable capabilities, by promoting more effective use of existing NATO and national resources. The DNBL Framework is a shared web-based environment for Communities of Interest (COI) to improve linkage and coherency between national & NATO capability interoperability development efforts.

 

In particular, the DNBL Framework:
• Improves efficiencies by reusing existing services, knowledge and lessons learned,
• Simplifies procedural overheads by reusing templates for legal, administrative and technical arrangements,
• Facilitates exchange of information between CoIs in NATO and nations at both classified and unclassified levels,
• Increases awareness and access to Alliance’s technical testing capabilities,
• Maximises nations’ investment in existing capabilities that support interoperability testing, (e.g. use of CFBLNet, specialised standards testing facilities, etc).

 

The DNBL Operating Model offers the community flexible arrangements for the compensation of efforts. These include a NATO Common Funded model, the traditional “Cost Lie Where They Fall” model, a customer funded model and a credits compensation model.

In light of NATO Smart Defence concept, this initiative is open for NATO organisations, NATO and PfP countries, their industry and academia.
